Information Technology in General :

Information Technology is regarded as the key technology and its playing vital role in overall development of a country. It's the "brain" and not "brawn" that is the key to sustainable economic growth. While the second industrial revolution was initiated in the labor-intensive manufacturing industry , and it's very clear that the third revolution is driven by the knowledge-based services sector. IT  is being used widely in  macro-economic planning and decision making, public administration, education, health-care, manufacturing, finance and banking, transportation, commerce, publishing, energy conservation and environmental management. India has been playing vital role in IT sector through its skilled manpower. Himachal Pradesh is also not lagging behind in this sector. A separate IT wing has been created in HP to look  after the IT needs of the State, IT Parks and IT Universities have been established to promote the IT Culture in the State. 

National Informatics Center is the major player for the spread of IT in the State and Districts.The IT requirements at the District is being fulfilled by the District Informatics Centres of NIC established in each District.

District  Informatics Centre :

NIC was setup a decade ago to spread the IT Culture in all the Government Departments and bring automation. NIC has setup Computer Centres in all the Districts throughout India at the Collectorate level to fulfill the needs of the District Administration and spread Computer Culture in various departments of the District. 

The District Centre of NIC at Distt. Collectorate  Shimla was setup in the Year 1988. Since than , the District Centre of NIC is supporting the District Administration in various ways, by installing Hardware in different branches, developing softwares and implementing it, Developing and implementing software in other Distt. Offices,  providing training on Computer Awareness to staff of  DC office & staff of different offices within the District. 

The District Centres of NIC have been equipped with the latest technology and the districts are interlinked with each other and districts outside Himachal , HP Secretariat, NIC Hqtr's and Ministries at Delhi through high speed VSATs installed in each District, which helps in sharing information and transmitting the data online & offline to Head Offices at State Capital and ministries at Delhi, which helps the Policy maker in monitoring the various schemes and to keep upto date information. 

All the work in the District Centre of NIC is being looked after by two Officers posted by NIC in each Distt. One is designated as District Informatics officer and other is District Informatics Associate.

Infrastructure at DIC  Shimla :

                 The Computerisation work in the Colletorate was started in the year 1988, by establishment of the full fledged computer centre by NIC. NIC is the official wing of Govt. Of India to spread ICT culture in all the Government Departments by way of providing training, developing softwares and implementing it. The District Informatics Centre, Shimla is fulfilling the automation needs of all the departments of the district  and the collectorate . The district Centre has grown from its infancy stage to a mature one. In the beginning the centre was running in a 150 sqft. Area, with Xenix/Unix as Operating System and applications being run on GIST Terminals developed in foxplus. The present Centre is covering an area of 1300 sqft. Having One Video Conference Room, UPS Room, Server Room, User Area, Rooms for DIA and DIO with attached Toilet. In addition to this independent computer centers have been established for special projects like Land Records Computerisation, District e-Governance Centre.

                  The expansion in terms of Hardware and LAN is enormous in the District and Field Offices. The switch over has been made from Unix to Window based servers and Clients. The backend is mainly SQL Server and Front end is Visual Basic and MS Access.  The District LAN is huge one and spread in vast area with offices located in different buildings and floors. There are 10 Servers, 75 Clients under this LAN and One Touch Screen based Machine. District Center of NIC has  Video Conference facility being run on DAMA VSAT. The Net facility is being provided in the collectorate through Directway VSAT. The District Centre has been connected with NIC State Centre through 2mbps Leased line. The field offices in Sub Divisions and Tehsils have One Server, 5 to 8 clients under LAN in their office, A3 & A4 size Laser Printer, 2.5 KVA UPS, DMP, Web Camera, Signature Pad.

         The man power has been provided  at every office for managing such a huge Hardware and Network. District Centre of NIC has got one Hardware Engineer, One Assistant Programmer along with DIA and DIO. The e-governance Centres & Tehsil Centres have been provided with one IT Volunteer each.

Sugam center at the collectorate :

The Citizen Service Center in the Collectorate is one of its kind in whole of the State. It got operational in the month of May,2007. The Citizen Service Centre has been named as SUGAM. The SUGAM center has 15 counters for deleivery of Service to the citizens and a reception for guidance. A Token dispenser machine has been installed to maintain a proper queue system and availability of service on the first come-first served basis. The center has two big display board to display the token number to be served along with its counter number. A Touch Screen has been installed to provide various informative service to the citizens. There are more than 50 services which are being provided under a roof. The main services are :-
